Primary health care policies and organization in South American countries

The report Primary health care policies and organisation in South American countries, authored by the Pan American Health Organization (PAHO) and published in 2025, provides a comprehensive examination of how primary health care (PHC) is structured, governed, and implemented across nine nations in the Region. Drawing on detailed case reviews conducted between August and December 2022, the publication offers a timely and evidence-based overview of PHC systems in Argentina, the Plurinational State of Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, and Uruguay. By exploring strategic and organisational components, the authors highlight the progress made and the persistent gaps that shape PHC delivery in diverse political and social contexts.

This publication further emphasises the critical role of political leadership, governance, sustainable financing, and community engagement in strengthening people-centred models of care. It identifies key challenges encountered in transforming health systems and distils lessons learned to guide future reforms. As such, the work stands as an essential reference for policymakers, health professionals, and stakeholders committed to advancing equitable and resilient PHC throughout the Americas.
