On March 27, 2025, the Peruvian government enacted Supreme Decree No. 002-2025- SA. This approved regulations for Law No. 29698, a law that declares the treatment of people suffering from rare or orphan diseases to be of national interest and preferential attention. The purpose of the regulation issued by the Ministry of Health (Minsa) is to contribute to improving the quality of life of patients suffering from these rare and highly complex diseases, with a more accessible and effective legal framework to provide them with comprehensive care.
Among other things, the implementation of the regulation (Article 1 of this Supreme Decree) is financed from the institutional budget of the entities involved. The details of how to operationalize the financing without demanding additional resources from the Public Treasury are specified in the decree.
