Universal health insurance in Peru: an approximation 10 years after its implementation

The design of the Universal Health Insurance (AUS) policy prioritized the financial dimension of the health system, focusing on aspects of allocative efficiency and equity in terms of financial protection, based on the theory of quasi-markets where the State’s intention is to avoid being the provider of resources and services at the same time. Instead, it sought to become the primary provider of funds to a variety of private, public and non-profit sector providers, all operating in competition with each other.
