Rwanda introduced CBHI as a vehicle for universal health insurance and universal health coverage. First introduced in 1999/2000, CBHI has since faced chronic financial deficit. In this peer reviewed study, the authors assessed the challenges facing CBHI financial sustainability and propose indicative solutions.
