ADB to help Uzbekistan establish public-private partnerships to manage 5 specialized hospitals

The Asian Development Bank (ADB) will support Uzbekistan’s Ministry of Health and Ministry of Economy and Finance in implementing a public-private partnership program to manage five specialized hospitals in Tashkent, aiming to enhance healthcare quality and efficiency. 

The Asian Development Bank (ADB) will assist Uzbekistan’s Ministry of Health and Ministry of Economy and Finance in launching a public-private partnership (PPP) program for managing five specialized hospitals in Tashkent. This initiative aims to transform these hospitals into efficient, patient-centered facilities through long-term PPP arrangements.

Private-sector operators will manage both clinical services and facility operations, focusing on enhancing care quality, hospital efficiency, and patient outcomes while ensuring services remain inclusive and accessible.

ADB country director Kanokpan Lao-Araya noted that this program illustrates how PPPs can improve healthcare in Uzbekistan and strengthen institutional capacity. Aligned with Uzbekistan’s Health Sector Development Concept for 2019−2025, the program supports efforts to reform public services, enhance financial sustainability, and improve human capital outcomes.

Deputy Minister of Health Farhodjon Tashpulatov highlighted that engaging the private sector represents a new phase in Uzbekistan’s healthcare transformation, emphasizing long-term sustainability and modern management practices. Deputy Minister of Economy and Finance Ilhomjon Umrzakov added that structured PPPs are vital for optimizing public spending and achieving better health outcomes for citizens.
