Decree modifying the Mexican Institute of Social Security

The decree modifying the Mexican Social Security Institute (IMSS-Bienestar) was published. The modifications include financing, unifying transfers between IMSS-Bienestar and governments of the federative entities in the Fondo de Salud para el Bienestar (FONSABI created in 2019).

In August 2025, the Mexican government decreed the modification of the institution in charge of providing free medical care and medicines to people without social security, reforming several aspects of the 2022 decree establishing the Mexican Social Security Institute (IMSS-Bienestar). The modifications include financial aspects, governance, and provision of services.

Financially, it unifies transfers between IMSS-Bienestar and the governments of the states with the Health Fund for Welfare. In terms of governance, it establishes that the Ministry of Health will preside over the Governing Board of the organization. It is decreed that IMSS-Bienestar must adhere to the Mexican Official Standards, as well as to protocols, guidelines and directives issued by the Ministry of Health, in order to guarantee the quality of the Health Care Model for Well-Being.
