Rwanda is currently developing its Health Sector Strategic Plan III(HSSP III) for the period 2013 to 2017. Strategic priorities for the next five years have been identified based on health financing functions and the Rwanda Health Financing Policy. To implement the strategic priorities within the context of a long-term vision for health financing and universal coverage, the Ministry of Health (MoH) would like assistance in the development of a Health Financing Strategic Plan as soon as the HSSP III is approved by the Parliament. As the main development partners of the Health Financing Unit (HFU), GIZ and WHO are asked to renew their offer of support for this process.
