Morocco Overhauls Health Insurance System with New Unified Structure

Morocco has passed major reforms to unify its basic health insurance system under the National Social Security Fund (CNSS), aiming to improve efficiency, transparency, and access to healthcare as part of King Mohammed VI’s broader vision for universal social protection. 

Morocco’s Chamber of Councilors has approved comprehensive reforms to its basic health insurance system, advancing King Mohammed VI’s vision of universal social protection coverage. Known as Bill 54.23, this legislation marks a pivotal moment in the country’s approach to managing mandatory health insurance (AMO), aiming to strengthen social protection governance.

The reform centralizes all basic health insurance schemes under the National Social Security Fund (CNSS), replacing the previously fragmented structure. Officials anticipate that this unified management will improve efficiency and transparency in healthcare delivery, eliminating confusion and delays previously faced by patients dealing with multiple insurance bodies.

Among the key changes, the law removes the separate student insurance scheme and raises the dependent age limit for coverage from 26 to 30, allowing thousands of young Moroccans to remain on their parents’ plans longer. The legislation also establishes clear access guidelines for the AMO Tadamon program, supporting citizens unable to afford insurance contributions and reinforcing protections for public sector workers, while simplifying access for vulnerable groups.

Transitional measures are included for mutual insurance companies, ensuring uninterrupted patient care as the system shifts toward an integrated insurance model. The reform empowers the managing authority to fund health prevention and awareness campaigns, tying insurance administration to broader public health goals.

These reforms are framed as essential steps toward guaranteeing “health dignity” for every Moroccan, aligning with Framework Law 09.21, which calls for a single management entity for all social protection programs. As part of King Mohammed VI’s broader strategy, the unified health insurance system lays the groundwork for ongoing improvements in access, quality, and equity across Morocco’s healthcare landscape.
