BIOGRAPHIES

Presenter:
Abdelouahab Belmadani

Abdelouahab Belmadani is Director of financial resources planning at the Moroccan Ministry of Health. He is also Acting Director of the Equipment and Maintenance Department. He is a state-qualified engineer and holds a Master’s degree in Banking and Financial Markets from the François Rabelais University in Tours, France, as well as several certified training courses in the field of finance. He was Head of Department and Head of Division at the Budget Directorate of the Ministry of Finance (2010-2018), where he took part in the process of preparing and implementing the Organic Law on Finance (results-based budgeting, multi-year programming, reform of the budget nomenclature, etc.). He has also been involved in a number of structuring projects relating to public financing and relations with technical and financial partners. He is a member of the Comité Technique Interministériel de la réforme de la protection sociale, universal health coverage group. He managed the process of organizing the national conference on health financing in Morocco held in June 2019 with the high patronage of the King of Morocco. A national health financing strategy emanating from this process is currently being validated. He also played an active role in managing the COVID-19 crisis in Morocco, as part of his new responsibilities as interim director in charge of investments and equipment for healthcare facilities.

 

Panelists:

Awad Mataria is Director of ” universal health coverage and health systems ” at the World Health Organization’s Eastern Mediterranean Regional Office (EMRO). A pharmacist by training, he holds a Master’s degree in Health Systems Analysis from the University of Rennes I – Rennes / France, and a PhD in Health Economics from the Université de la Méditerranée – Marseille / France. He also completed part of his training at the Université de Lyon I – Lyon / France, and at the École nationale de la santé publique – Rennes / France. Dr Mataria’s areas of expertise cover health systems development, universal health coverage, the financing and organization of health care systems, the use of economics in setting health care priorities, the economic evaluation of health care interventions (cost-effectiveness analysis, cost-utility analysis and cost-benefit analysis), social health insurance, measuring the benefits of health care primarily using stated preference techniques, and national health accounts. He has presented at several regional and international conferences and published his work in a number of reputed journals.







Maud Juquois





 is Senior Health Economist at the World Bank, based in Antananarivo, Madagascar. For the past 10 years at the World Bank, she has worked on issues of universal health coverage and health financing in various countries in the African region, notably Senegal, Benin and Cameroon.

Andrei Tretyak is Head of Social Protection and Decent Work / Human Capital and Social Development Department at Expertise France. With almost 20 years’ professional experience in the implementation of social protection policies, Andrei Tretyak has worked on the subject of health financing and the introduction of compulsory health insurance in many countries. Since 2003, he has been working on international cooperation for the French social protection system. He has led a number of expert appraisal and consultancy missions in support of partner institutions. His more recent experience has made him a privileged partner at the highest level of the social protection sector in Morocco, Algeria, Jordan, Croatia, Ukraine, Azerbaijan, Gabon and Congo. In particular, he headed the EU  “Accompagner la mise en place de l’observation et le suivi des indicateurs de protection sociale” in Morocco (03/2015 -09/2017) and participated in the EU twinning project “Renforcement de la gouvernance et du suivi de la Couverture Médicale de Base au Maroc” in 2018 – 2020.
