P4H mission with Bill Hsiao – 22-27 Nov 2013

P4H mission team: Dorjsuren Bayarsaikhan [Bayar] (WHO), Kai Strähler-Pohl [KSP] (GIZ),  Jorge Coarasa [JC] (IFC/WB), Bill Hsiao (contracted by WB), Michael Adelhardt [MA] (P4H CD)

Mission schedule:  meetings with consultants carrying out UHC assessment; NHIF;  MoH; Technical Working Group (TWG) UHC; Inter-agency Coordination Committee Health Care Financing (ICC HCF); parliamentarians; for detailed schedule  click here

Context:

  • The mission follows the P4H Health Financing Strategy (HFS) review mission in March 2012;
  • Since then, the recommendation to revive the Inter-agency Coordinating Committee Health Care Financing (ICC-HCF) has been taken up and three Technical Working Groups (TWG) have been formed (UHC, NHIF and Quality/Regulation) under the ICC HCF;
  • The TWG UHC has prepared TOR for a UHC assessment and the development of options and has separately contracted three consultants for the respective sub-components of the TOR: HF functions, institutional arrangements and services/benefits.
  • The assessments are ongoing; reports are expected in Feb 2014.
