Panama initiated political dialogue on the reform of the social security system. The reform includes health and the unification of the Social Security Fund with the Ministry of Health. This will facilitate the financing of benefits, the purchase of joint medicines and the flow of information.
There have been multiple reforms of the Social Security Fund (CSS) in Panama over the years, the latest culminating in Law 462 of 2025. During the political dialogue held in 2024, prior to the passage of the law in March 2025, the relevant aspects of healthcare focused on better coordination between the CSS and the Ministry of Health (MINSA). Some aspects of the unification are the financing of benefits, joint purchase of medicines, and the health information system.
