Philippines strengthens push for universal health care through UHC Act

The Philippines advances its Universal Health Care goals with automatic insurance for all citizens under PhilHealth, while tackling infrastructure and digital health challenges.

The Philippine government is ramping up efforts to implement the Universal Health Care (UHC) Act, aiming to provide every Filipino with equitable access to affordable, quality health services. Under the Act, all citizens, including Overseas Filipino Workers, are automatically enrolled in PhilHealth, the national health insurance program. Since its enactment in 2019, PhilHealth has expanded coverage across outpatient, inpatient, and primary care, marking progress despite various implementation challenges.

The UHC Act emphasises financial risk protection, integrated service delivery, and a strong primary health care foundation. Digital health initiatives and public-private partnerships are key components, particularly in reaching underserved areas. However, concerns persist over inadequate health infrastructure, especially in rural regions, where shortages of doctors, equipment, and even basic connectivity limit access. The potential of AI and remote consultations is being explored as alternative solutions.

To address sustainability, stakeholders stress the need for broader accountability and collaboration beyond the health sector. The Management Association of the Philippines (MAP), a vocal supporter, is engaging PhilHealth in ongoing dialogues, with a general membership meeting scheduled for July 16. Ultimately, the success of the UHC Act depends not only on government agencies but on collective action by individuals, families, employers, and communities.
