President of Azerbaijan reforms the Health Insurance System to increase transparency

In May 2022, President of the Republic of Azerbaijan made several decisions aimed at improving health care system management, specifically focusing on the health insurance system.

Among the decisions made by the Azerbaijani President Ilham Aliyev were amendments to the terms of reference of the Ministry of Health, changes to the documents regulating the activities of the State Agency for Compulsory Health Insurance and the Association for the Management of Medical Territorial Divisions (TƏBİB).

The President demanded to approve within a timeframe of a month uniform tariffs for medical services not included in the Compulsory Health Insurance (CHI) package, as well as uniform prices for health care services for the uninsured citizens.

For example, the Union of Public Health Care Organizations, called “TƏBİB”, which is the subsidiary of the State Agency for Compulsory Health Insurance, will now have a Supervisory Board that will ensure oversight of general management and activities. The Supervisory Board will consist of a chairman and four other members appointed by the President of Azerbaijan. The Head of State signed a decree to create such a board.

According to the document, the Supervisory Board of TƏBİB will be chaired by the CEO of the State Agency for Compulsory Medical Insurance. Members will include the Deputy Minister of Health, the Deputy Minister of Labor and Social Protection of the Population, the Deputy Chairman of the Board (deputy CEO) of the State Agency for Compulsory Medical Insurance and the Chairman of the Trade Union of Health Workers.

The head of state also instructed to create a working group called “Health Transformation Center” within three months, which should then submit proposals on how to improve the regulatory framework for health insurance, including increasing transparency and accountability, as well as developing e-health.
