The CNAM Board examines the health insurance income and expenditure report for 2025

The Board of Caisse Nationale de l’Assurance Maladie (CNAM) has examined the provisional annual report on projected costs and expenditure for 2025. The report forecasts a health insurance branch deficit of €11.4 billion by the end of 2024. To redress the situation, Cnam has quantified various measures designed to achieve savings of €1.6 billion by 2025.

Each year, the Assurance Maladie submits to the Government and Parliament its proposals for the following year’s income and expenditure, and for the measures needed to achieve the balance set out in the multi-year financial framework for health insurance expenditure. Based on analyses of trends in expenditure and practices, and drawing on French and international recommendations, the Charges et produits pour l’année 2025 report presents proposals and ideas for improving the quality and efficiency of care, and optimizing healthcare expenditure.

The French Assurance Maladie wishes to continue to better target drug-related expenditure, by encouraging the spread of biosimilars. It is also aiming for a 45% sharing rate for medical transport by the end of 2025. It also aspires to provide better support for doctors, faced with “complicated-to-manage” requests for sick leave. The Assurance Maladie also intends to improve participation in organized cancer screening. For example, it plans to deploy “mammobuses” in medical deserts. Finally, in the area of mental health, Cnam is aiming to improve the detection of mental disorders in young people, and to rationalize the prescription of psychotropic drugs.

The report also presents the branch’s anti-fraud strategy. It indicates that, out of 466 M€ of fraud detected in 2023, nearly 330 M€ of payments have been blocked. Other high-stakes initiatives include the rollout of the new e-carte Vitale, which will enhance transaction security.
