Togo Integrates Private Insurers into Universal Health Coverage Governance

Togo’s CNSS and INAM partnered with private insurers to expand the Universal Health Insurance (AMU) program on October 14, 2025. This collaboration links public and private sectors to offer complementary coverages, enhancing health protection and inclusive governance for all Togolese citizens.

On October 14, 2025, Togo’s National Social Security Fund (CNSS) and the National Health Insurance Institute (INAM) signed partnership agreements with private insurers and mutual health organizations to strengthen the Universal Health Insurance (AMU) program. The move aims to connect public basic coverage with supplementary private options, expanding benefits and ensuring inclusivity. Representing the health minister, Dissaliba Winga emphasized that universal health coverage is an evolving process built on complementarity and trust. CNSS Director General Ingrid Awadé highlighted the goal of adapting to changing health needs through collaboration with the private sector. Implemented in January 2024, AMU seeks to guarantee access to health care for all Togolese citizens, regardless of their employment status. The agreement marks a step toward shared governance, equity, and resilience in the country’s health system through joint public–private engagement
