Public spending on health amounted to 3.3% of GDP and 15.9% of total public spending in 2020. Out-of-pocket spending represented 38.4% of total health spending,[1] or more than the Latin American and Caribbean average of 29.9%. Catastrophic health expenditure for 2014 was estimated at 7.1%.
The Ministry of Public Health and Social Welfare of Paraguay serves the uninsured population. The Social Security Institute provides services to formal sector workers and their families. The private sector includes private insurers and for-profit and nonprofit providers. It is estimated that between 7% and 9% of the population benefits from private insurance schemes.
