Cambodia’s Pentagonal Strategy – Phase I

This document outlines Cambodia‘s pentagonal strategy-Phase I, focusing on growth, employment, equity, efficiency, and sustainability. The pentagonal strategy is a long-term socioeconomic plan aligned with Cambodia Vision 2050, to be implemented over the next 25 years. Among the five strategic priorities within Pentagon 1- human capital development, strengthening the social protection system stands out as one of key focuses area.
The scope of social protection system is based on four approaches: (1) sustainability of the programs (2) the affordability of the national budget (3) ensuring social inclusiveness and equity by focusing on state interventions for the poor, vulnerable and at-risk households and (4) expansion of the social protection system through systematic development.

In the area of social health protection, it focuses on (1) continued expansion of social health protection towards universal health coverage (2) launching an independent National Agency for Payment Certification, which covers health care and occupational risks and (3) establishing mechanisms for monitoring and evaluation.
