Evaluation of the Fonds Commun Santé in Niger

According to Article 2 of Order 354 of March 28, 2018 on the FCS, “the Common Fund is a multi-donor mechanism that centralizes and ensures the fiduciary management of all contributions, intended to support the implementation of the Health Development Plan.”

The main reorientations over the period are defined as follows:

  • Prioritization of interventions on the PDS. Increased focus on operational level and high-impact interventions;
  • Debate between targeting and fungibility, with a tacit process of redefining the rules in line with the initial mandate (growth management);
  • Changes in management methods and adaptation of internal governance with the creation of specific technical and accounting units for BM & GPDN ;
  • Strengthening rules and procedures by capitalizing on evaluations and audits (Gavi 2016, AFD 2018);
  • Staff reinforcement to follow in 2018 – 2019 (especially DRFM, DMP, agents in charge of public expenditure) ;
  • First steps towards Public Finance Reform (2017).
