Roadmap towards Universal Health Coverage in Cambodia 2024-2035

The Roadmap towards Universal Health Coverage in Cambodia 2024-2035 has been developed in alignment with the National Social Protection Policy Framework and the concept note on the path toward Universal Health Coverage in Cambodia, as adopted by the National Social Protection Council at the meeting on March 30, 2022.

This roadmap is a guiding strategic document for the strategic investment and implementation of the relevant policy reform directions to gradually move towards UHC in the next 12 years. The main objective of the roadmap is to define a strategic path towards UHC in Cambodia between 2024 and 2035 through introducing strategic policy directions and priority objectives.

The road map consists of three fundamental dimensions with specific targets:

1.Population coverage under the social health protection system: Expanding social protection coverage to 80 percent of the total population

2. Essential health service coverage: Achieving at least 80 percent of the essential health service coverage index

3. Financial risk protection and health financing: Reducing out-of-pocket health expenditure to 35 percent of the total health expenditure
