Study report on the benefits of free healthcare in Niger

The aim of this study is to take stock of other free services in the healthcare system and of insurance mechanisms for patient care, and to analyze and make proposals for the implementation of a health risk coverage scheme.

This document was prepared by Samia Laokri (consultant and principal investigator) under the overall guidance of HNP senior economists and team leaders Laurence Lannes and Patrick Eozenou. This work was funded by the World Bank and Gavi, The Vaccine Alliance as part of the technical assistance program in support of health financing and public finance reforms for improved service delivery in Niger. The authors would like to thank the entire project team and collaborators for their contributions, discussions and support, in particular Cédric Ndizeye (senior health specialist, WB), Blaise Ehowe Nguem (country economist, WB), Marc-François Smitz (consultant) and Loredana Luiza Horezeanu (consultant). Issaka Kassoum (national consultant) facilitated the data collection process and key informant interviews. The report has also been greatly enriched by the expertise of the main contributors from the Ministry of Public Health, Population and Social Affairs (MSP) and representative bodies of the main development partners. We thank our government counterpart for the data sharing, technical meetings, discussions and comments provided throughout the study. We would also like to thank Juliette Puret (Alliance headquarters attributed to the WB, its affiliated organizations or members of its Board of Directors or the countries they represent.
