Health Board contributes to the reform of the CSS organic law

In October 2024 in Panama, the health roundtable presented its summary of proposals for the reform of the organic law of the Social Security Fund. This same law was sanctioned on March 18, 2025.

In Panama, a consultation process has been carried out to inform the reform of the organic law of the Social Security Fund (CSS), which was sanctioned on March 18, 2025. The beneficiaries of the CSS include public and private sector workers, domestic workers and other members and their families. It provides a range of services including coverage for health, pensions and other economic benefits such as maternity, work accidents and funerals. It is estimated that approximately 70% of the Panamanian population benefits from social security.

Part of the law reform process included consultations with the different sectors involved. In the health sector, a round table was formed with the participation of representatives of unions, associations, technicians and other interested parties. The rapporteur of this roundtable, the deputy director of the CSS, engineer Rogelio Gordón, stated that “everyone agreed that the State should pay for the financing of the uninsured population”.
