WHO Regional Office for Europe in collaboration with WHO Country Office in Kyrgyzstan and WHO Barcelona Office for Health Systems Financing published a report titled “Health financing in Kyrgyzstan: obstacles and opportunities in the response to COVID-19” (2021).
According to WHO, the COVID-19 crisis has re-emphasized the need for strong, adequately funded and resilient health systems that could respond quickly and equitably to emergencies while ensuring financial protection for all. The report acknowledged Kyrgyzstan for the important decisions made to increase public funding for the health system response to COVID 19, and noted the increased donor support. It is determined that sufficient public funding for the country response to the COVID-19 outbreak is needed to support scaling-up and delivery of population-based and individual services.
The policy brief aims to provide a basis for discussions among national policy-makers, international donors and other development partners on how to increase efficiency in health financing to improve the response to COVID-19 in Kyrgyzstan. The publication describes challenges to the existing health financing model and their negative effects on the COVID-19 response by Kyrgyzstan.
Recommendations are made with the aim to overcome the challenges of the current health financing model and to increase the health system resilience, including emergency preparedness and response.
