The Fifth Health Sector Strategic Plan (HSSP V)

Tanzania’s early achievement of lower middle-income status reflects robust economic growth and human development, driven by focused health sector investment. The Fifth Health Sector Strategic Plan aims to enhance healthcare access, combat diseases, and ensure accountability through stakeholder collaboration and transparent resource allocation.

Tanzania was classified as a lower middle-income country by the World Bank, five years earlier than anticipated, thanks to robust economic and human development efforts. The government’s focused investment in the health sector is a significant contributor to this success.

The Mid-Term Review (MTR) of Health Sector Strategic Plan Four underscores the progress, setting the stage for the fifth Health Sector Strategic Plan 2021-2026 (HSSP V). The HSSP V plan aims to address identified gaps and align with national development agendas and SDGs. Moving forward, Tanzania is committed to bolstering its health systems, especially in reproductive, maternal, and child health, as well as combating communicable and non-communicable diseases. Local Government Authorities will play a key role in ensuring healthcare access to all communities, supported by cross-sector collaboration.

The government emphasizes accountability, aiming to involve all stakeholders in achieving the goals of HSSP V. The Ministry of Health Community Development, Gender, Elderly, and Children will spearhead accountability frameworks, ensuring transparency and effective resource allocation. The HSSP V guides stakeholders in the health sector including all ministries, departments, and agencies in allocating financial, material, and human resources for the health sector and inter-sectoral roles that have a health impact.
