Egypt: Universal Health Insurance Law No. 2 of 2018

Egypt’s Universal Health Insurance Law No. 2 of 2018 establishes mandatory health coverage for all Egyptian citizens and residents based on social solidarity principles. The law creates a purchaser-provider split system with three new regulatory authorities: the Universal Health Insurance Authority, Egypt Healthcare Authority, and Healthcare Accreditation Authority. It mandates progressive implementation across all governorates by 2032, ensuring comprehensive coverage including primary, secondary, and tertiary care services.
