The Health Sector Strategic Plan (HSSP III) 2022–2026 outlines Somalia’s mid-term strategy for developing a resilient health system capable of delivering equitable, affordable, and quality health services to its people. Informed by the National Health Policy and the National Development Plan (NDP-9), HSSP III focuses on expanding integrated service delivery through the Essential Package of Health Services (EPHS) and advancing the country’s vision for Universal Health Coverage (UHC). Developed through an inclusive and consultative process involving key government ministries, international partners, and civil society, HSSP III addresses the major health system challenges while building on lessons from its predecessor, HSSP II.
