The Health Sector Strategic Plan (HSSP) V for 2024/25–2028/29 outlines a comprehensive approach to advancing Rwanda’s health sector toward universal health coverage by 2030, aligning with broader national and global goals. It focuses on five strategic pillars: enhancing the health workforce, modernizing health infrastructure, improving quality of health care, building health security for emergency management, and promoting research and innovation, supported by effective health financing and governance. Key targets include reducing maternal and under-five mortality rates and increasing access to essential health services through stakeholder accountability and transparency.
