Law 29761 on public financing of the subsidized and semi-contributory regimes of Universal Health Insurance in Peru.

The Essential Health Insurance Plan (PEAS) of the subsidized and semi-contributory systems is financed with resources from budgetary appropriations and contributions.
Budgetary appropriations are allocated annually to the Comprehensive Health Insurance based on the value of the premium and the number of members for the subsidized system and on the value of the premium, the public financing coefficient and the number of members for the semi-contributory system.

The contributions come from the population that is affiliated to the semi-contributory regime, according to the eligibility criteria to be established, and also come from the workers and drivers of microenterprises.

Regional and local governments also allocate resources based on the adaptation of the PEAS, aimed at helping to close the gaps in enrollment and benefit coverage in their respective districts.
In addition, the ESSP is financed with resources from international cooperation and other national and international donations.
