National Social Protection Strategy-2012

The document consists of four parts and several appendices.

The first part introduces the definitions, dimensions and conceptual framework of social protection(chapter 1), outlines the main elements of the national context in relation to the issue at hand(chapter 2) and provides a summary of the diagnosis of vulnerability and the current state of social protection in Mauritania(chapter 3).

The second part deals with the national vision of social protection in Mauritania, identifies the strategic objectives and orientations, and sets out the fundamental principles that have guided the development of this strategy(chapter 4).

The third part presents the strategic axes(chapter 5), providing a basic diagnosis, and identifying the general orientations, specific objectives and priority interventions in the fields of food security, nutrition and the environment and climate change(chapter 6), access to health services and education(chapter 7), social security, labor and employment(chapter 8); improving the living environment(chapter 9); and social assistance and promotion of vulnerable groups(chapter 10).

The fourth part presents the measures for implementing the strategy. It provides a summary budgetary analysis of social protection expenditure for the years 2010-2011, identifies mechanisms and makes proposals for a resource mobilization strategy to finance social protection(chapter 11). This section also presents a framework for institutional coordination(chapter 12) and a number of measures to support implementation of the strategy (chapter 13). Finally, this part offers a roadmap to guide the measures to be implemented and the actions to be undertaken in the next stages(chapter 14).
