Strengthening health financing and HTA institutionalization

The World Health Organization (WHO) in collaboration with the Ministry of Health (MoH) and the Ethiopian Health Insurance Services (EHIS) works to address core health financing policy issues and advance health technology assessment (HTA).

The World Health Organization (WHO) organized a three-level mission to aid in policy development and technical work related to health financing, health insurance, and health technology assessment (HTA) in Ethiopia, at the request of The Ministry of Health (MoH) and the Ethiopian Health Insurance Services (EHIS). The WHO mission, conducted from September 18th to 21st, 2023, involved staff from the country office, regional office, and headquarters.

The mission objectives included:

  1. Conducting in-depth discussions on core health financing policy issues, including the overall pooling architecture, health insurance implementation status, and challenges in health financing.
  2. Understanding the vision of MOH and EHIS for the next 5 and 10 years.
  3. Understanding the health financing policy priorities of MOH and EHIS.

Moving forward, WHO collaborated with EHIS and MoH, guiding the development of a plan of action for health financing and Health Technology Assessment (HTA): determining and agreeing on priority areas and outlining how to address them.
