The Philippines Universal Health Care (UHC) Law mandates that province- and city-wide health systems must implement financial integration, starting in 2023.This policy brief outlines how policies on financial integration will alter the financing of health services at the subnational level in Philippines. The first section describes the current health financial arrangements at the subnational level and past reform efforts. The second section explores how local health financing will change under the UHC Law. The final section discusses the challenges and opportunities presented by the implementation of the Law and offers recommendations for the way forward.
